The MUHSD Board of Trustees adopts regulations and policies governing the entire school district. The Board has authority over educational policy, finance, campus planning, and facilities, among other areas. Members of the Board seek to ensure the best interest of stakeholders in all types of management decisions.

MUHSD LCAP

The Local Control Funding Formula (LCFF) became California's school funding structure in 2013-14. It provides funding for all students, and additional funding for districts who serve a large population of Foster Youth, Low Income and English Learner students. The Local Control Accountability Plan (LCAP) explains how the district will use the additional funds to support identified students and provide them with an equal opportunity to succeed.

Superintendent Goals

Among the many responsibilities that come with serving as a school board member, the board also sets goals for the Superintendent. 

  • Instruction

    • Depth of Knowledge (DOK) will be observed at level 2+ 80% of the time and planning at level 3+ for 20% of the time as indicated by a learning objective or learning target.
    • In order to meet this goal, the district will continue to provide professional development on increasing DOK to all instructional staff and calibration on how to measure DOK to all instructional leaders

     

    Science

    • Science departments will review and align Next Generation Science Standards (NGSS) three-dimensional learning expectations across core courses, aligning to the curriculum and creating common performance expectations and assessment criteria that emphasize phenomena-based instruction and student-driven investigations.
    • Science departments will create and administer semesterly district assessments for core courses that reflect the district focus on NGSS three-dimensional learning and skills-based instruction in order to create a baseline for future growth measurements.
    • Science departments will collaborate to design and implement at least one common laboratory investigation per semester for core courses that incorporate NGSS Science and Engineering Practices, with standardized protocols, safety procedures, and student assessment rubrics used across all district sites.

    Core science courses refers to Biology of the Living Earth, Ag Biology of the Living Earth, Biology & Community Health, Investigations in Life Science, Chemistry in the Earth System, Ag Chemistry in the Earth System, Physics of the Universe, Earth and Space Science, and Ag Earth and Space Science.

     

    Data Analysis

    • Create a collaboration structure that includes a data analysis protocol to analyze math, English, science, social studies, and special population performance data on a regular basis (minimum of quarterly).
    • Each site will choose one of the suggested academic metrics to improve.

     

    Communication for College and Career Readiness

    • Utilize California Colleges to increase communication and support for students and their families and increase FAFSA submission by 10% each year. Use existing classes and resources to better market post secondary opportunities
      • 9th grade students will activate their California Colleges account and explore careers related to their interests. Students will "heart" three careers and declare a CTE pathway of interest. - Freshman Seminar
      • 10th grade students will use California Colleges to dive deeply into one career of interest and understand the various types of post secondary education (i.e. community college, vocational training, 4 year college, etc). - Counseling Lessons
      • 11th grade students will use California Colleges to identify their option(s) for reaching their post secondary goal and their financial options. - Counseling Lessons
      • 12th grade students will complete the FAFSA in California Colleges and any applications necessary for reaching their post secondary goal. - Counseling Lessons and College & Scholarship Counselor

     

    Artificial Intelligence and Cybersecurity

    • MUHSD will strengthen districtwide understanding and practice of ethical, responsible, and safe technology use—including artificial intelligence, data privacy, protection of personally identifiable information (PII), and cybersecurity—that promotes informed, future-ready digital citizenship.
      • Student Education:
        • At least 70% of students will demonstrate measurable growth in knowledge and responsible tech attitudes via pre-/post-survey results.
      • Staff Development:
        • 90% of MUHSD staff will consistently pass phishing simulations, reflecting a 50% decrease in overall click/failure rate established from the January 2026 baseline.
      • Parent & Community Engagement:
        • Host at least two district-wide parent/community workshops (in-person or virtual) on AI awareness, online safety, and family data protection, with at least 80% of participating parents reporting increased confidence and understanding on pre/post surveys

    Social Studies

    • At least one Freshman Seminar and Health teacher from each site will collaborate to develop new curriculum for both courses that reflect the District’s vision and CA State requirement in 100% of Freshmen Seminar and Health classes.
    • Social Studies departments will review content and literacy standards and create and administer a district assessment for each quarter for World History, US History, and Economics/Personal Finance AB 2927/Government that reflects the district focus on student-centered and skills based instruction.

     

    Grow Our Own

    • Create opportunities for staff and students to pursue careers in education and advance their career with MUHSD.
    • Increase overall internship opportunities and work based learning opportunities by 5%.
    • All site principals will hold at least one meeting at the end of each year with seniors to discuss career opportunities in education and specifically MUHSD.
    • Identify the number of MUHSD graduates hired each year

     

    Data Analysis

    • In order to meet this goal, the district will provide professional development on the standard and expectations of excellent customer service.

     

  • English:

    1. English departments will create and administer a district assessment for the 3rd and 4th quarters for English 1-4 that reflects the district focus on student-centered and skills-based instruction. These courses will also give the reading inventory at least twice per year providing individual data for teacher use and aggregate data for site and district use.
    2. Review the Read 180 pilot data and work with teachers to establish the district expectation of annual growth for a student. This data will then be collected and reviewed annually to evaluate the effectiveness of the program and identify any additional supports or modifications needed.

    Math:

    1. Quarter local assessments will be given to math students in Integrated Math A, Integrated Math 1, Integrated Math 2, and Integrated Math 3.
    2. A pre and post test will be given to students in the aforementioned math courses.
    3. Individual student growth will be measured beginning with the quarter 1 local assessment and concluding with the post local assessment.

    MTSS:

    1. Through their MTSS work, sites have established a program to recognize student progress toward reaching site-identified goals. The target for 2023-2024 is for 50% of the student body to reach those goals and be recognized. Each site will review their data at the end of the year to make adjustments or modifications to their program.
    2. Administrative walk-throughs will include skills/4Cs for 2023-2024. Aggregate data from each site will be used at the end of the 1st semester to establish a baseline and targeted growth for the 2nd semester.

    Counseling:

    1. The MUHSD counseling handbook will be developed by all counseling providers and implemented by the beginning of the 2024 school year.
    2. All counseling providers will be trained by Dr. Trish Hatch Consulting group (Hatching Results) in the areas of ASCA standards by June of 2024.
    3. A tiered model of counseling services will be created beginning in 2022 and concluding in 2024. Services will be implemented as the tiered model is being developed and will be modified through June 2024. Focus will be on increasing Direct Services (face to face services) with students.

    SPED:

    1. Development of a Learning Skills Curriculum (measurement is the actual curriculum) with common lessons by grade level (Work samples will be part of the student's portfolio).
    2. Co-Teacher Training/PD- Increase the opportunities students with IEPs have to participate in gen ed classes and increase the pass rate for such classes.
    3. SDC Lesson Planning-IC to work with teachers to develop and implement lessons in ELA, Math, Social Studies, Science, Life Skill, Voc Arts. Decrease in behavioral referrals (due to classroom engagement) and Progress Towards IEP goals.
    4. Develop a common understanding/language surrounding case management and the implementation of IEPs.
